上級英西時事ニュース講義17

５月４日、岸田総理は、サンパウロ大学において、「中南米と共に拓く『人間の尊厳』への道のり」と題し、日本の総理大臣として10年ぶりに、対中南米政策スピーチを行いました。スピーチでは、国際社会の分断と対立が深まる中、世界を協調へ導くために日本と中南米の連携がかつてなく重要となっていることを強調しました。格好の勉強材料です。是非、英語、スペイン語文の両方で岸田総理になったつもりで大きな声を出して読んでみてください。

国賓待遇(注：日本の総理は元首ではないので事実上のという意味です)として米国を訪問した岸田総理の米議会での演説は、格好の勉強材料です。是非岸田総理になったつもりで大きな声を出して読んでみてください。

1 日本の国会では、これほど素敵な拍手を受けることはまずありません。I never get such nice applause from the Japanese Diet.

2 1964年の世界博覧会のテーマは「相互理解を通じた平和」でした。しかし、今の私たちは、平和には「理解」以上のものが必要だということを知っています。「覚悟」が必要なのです。The 1964 World’s Fair’s theme was “Peace Through Understanding”. And yet we also know that peace requires more than understanding. It requires resolve.

3 東アジアでは、核兵器拡散の差し迫った危険が存在します。北朝鮮による核・ミサイル計画は、直接的な脅威です。There exists an imminent danger of nuclear weapons proliferation in East Asia. North Korea’s nuclear and missile program is a direct threat.

4 ロシアのウクライナに対する謂れのない、不当で残忍な侵略戦争は、3年目を迎えました。Russia’s unprovoked, unjust, and brutal war of aggression against Ukraine has entered its third year.

5 デジタル技術を通じた自由の抑圧も行われています。ソーシャルメディアは検閲され、監視され、そしてコントロールされています。Freedom is being suppressed through digital technologies. Social media is censored, monitored, and controlled.

6 もしも米国の支援がなかったら、モスクワからの猛攻を受けたウクライナの希望は、どれほど前についえ去ってしまたったことでしょう。Without U.S. support, how long before the hopes of Ukraine would collapse under the onslaught from Moscow.

7 人権が抑圧された社会、政治的な自己決定権が否定された社会、デジタル技術で毎日が監視下にある社会を、私は我々の子供に残したくありません。I do not want to leave our children a society where human rights are suppressed, where political self-determination is denied, where our lives are monitored by digital technology.

8 日本は、ロシアによるウクライナ侵略を受け、強力な対ロ制裁を実施しています。ウクライナに対し、対無人航空機検知システムを含む120億ドル以上の援助を表明してきました。Japan has taken strong sanctions against Russia in the wake of its aggression against Uklaine. We have announced over $12 billion in aid to Ukraine, including anti-drone detection systems.

9 2022年、日本は27年度までに防衛予算をGDPの2%に達するよう相当な増額を行い、反撃能力を保有し、サイバーセキュリティを向上させることを発表しました。In 2022, we announced that we would secure a substantial increase of our defense budget by FY2027 to 2 % of GDP, possess counter strike capabilities and improve cybersecurity.

ノンキャリ外交官の安全保障講義：世界の動き(その3)

地球上に拡散をお願いします。人類の共通の敵は、人類ではなく、気候変動です。地球の温暖化阻止です。次々と現れる新たな感染症との戦いであり、政治家と軍事産業の癒着をいかに断ち切るかであって、人間同士で争う、殺しあってる暇はないはずです。あれだけミサイルを打ち込み、爆弾の雨では、全てのCO2削減努力は水の泡です。地球の破滅を早めているだけです。

世界の指導者は、一刻も早く、①自国のために、他国の民を殺す、つまり、人類が人類を殺す、また自国民を殺人者に仕立て戦場に送り込むようなことはお互いに止める。②どの国においても殺人は最も重い罪だと認める。これだけで十分平和になれるのではないでしょうか。この点に絞って、国民一人一人が自らの指導者を選ぶ、国連もこの2点だけを決議できるように努力する。

「すべての国の指導者は、決して自国民を戦場へ送らない、決して他国民を殺さない」と誓約、宣誓してから選挙キャンペーンを始める、いかがでしょうか？少なくとも日本人であれば、日本の政党の党首であれば、可能だと思いますがどうでしょうか？もし、この宣誓ができない指導者、政治家がいたら、絶対に国民から選ばれないと思うのですが、如何でしょうか？この国連決議に反対できる国はないと思いますが如何でしょうか？棄権するのでしょうか？態度を留保する必要があるでしょうか？拒否権ですか？どの国もこんな当たり前のことが、言い出せない、決議できないのです。不思議ですね！提案も議論もされないんです。馬鹿なのでしょうか？人類は！まさに福沢諭吉の『学問のすすめ』にある「愚民の上に辛き政府あり」そのものではないでしょうか？

ノンキャリ外交官の安全保障講義：世界の動き(その２)

国際社会とはどのような世界でしょうか？まるで日本と正反対な世界です。無政府状態、アナーキーな世界、それが国際社会なんです。未だ国連軍もなく、ならず者国家を捕まえて刑務所にぶち込むこともできません。他国への侵攻、大量殺人、テロ、暗殺、毒殺、し放題！全て、いくつかの一国の指導者、リーダー達がやっていることです。今の国際情勢をどのように子供達、孫達になんと教えてたらいいのでしょうか？

What kind of world is the international society? It’s like a world that is the exact opposite of Japan. Anarchy, an anarchic world, that is the international community. We still don’t have a United Nations Fqorces, and we can’t capture rogue states and put them in prison. Invade other countries, mass murder, terrorism, assassination, poisoning, whatever they want! This is all done by the leaders of some countries elected by the people of each county. How should we teach our children and grandchildren about the current international situation?

そんな無政府状態の中で、無防備でいれば、どうなるか！これが絶対にダメだということです。無防備であれば、鎌倉時代の元寇も防げず、信長家康時代、大航海時代のスペインからも、幕末の混乱時も、明治政府も、生き残れなかったでしょう。一瞬で日本は植民地化され、日本語も日本文化も消滅し、今ごろ、英語だけは日本人全員全員ペラペラになっていたことでしょう！

What will happen if we remain defenseless in such anarchy? This is absolutely no good. If Japan were defenseless, it would not have been able to defend against the Mongol invasions of the Kamakura period, nor would it have survived the Nobunaga and Ieyasu era, Spain during the Age of Discovery, the chaos at the end of the Edo period, or even the Meiji government. Japan would have been colonized in an instant. The Japanese language and Japanese culture would have disappeared, and by now all Japanese people would be fluent in English!

それにしても日本は古来、海に守られている国で本当に良かったと思います。中国大陸と陸続きであれば、日本はメキシコ国境並みの壁を作らないとダメでしょう。そうです。日本の最大の味方、防衛力の要は海なのです。

Anyway, I think it’s really good and happy that Japan has been a country protected by the sea since ancient times. If Japan had a land connection with mainland China, it would have to build a wall similar to the border with Mexico. That’s right. The sea is Japan’s greatest ally and the cornerstone of its defense.

ノンキャリ外交官の安全保障講義：世界の動き(その１)

ロシアのウクライナ侵攻、パレスチナ問題、台湾有事、北朝鮮のミサイルと大変なことになってきています。私たちは何をすべきなのでしょうか、今こそ考えないと本当に世界が、地球が危ないのではないでしょうか？何を国際社会に発信していけばいいのかを一緒に考えていきたいと思います。

The world situation is becoming increasingly serious, with Russia’s invasion of Ukraine, the Palestine issue, the Taiwan crisis, and North Korea’s missiles. What should we do? If we don’t think about what we can do now, won’t the world and our planet be in danger? I would like to think together with you about what we should convey.

大切なのは外国語での世界への発信です。それには語学の力が必要です。You can 2020-24 は、日本語だけでなく、英語とスペイン語を交え、どんどん問題提起していきたいと思います。手始めに次の３項目から始めます。

It is important to communicate to the world in foreign languages. This requires language skills. You can 2020-24 will continue to raise awareness of issues not only in Japanese but also in English and Spanish. Start with the following three items.

１国際社会とはどういう世界なのか？ What kind of world is the international society? ¿Qué tipo de mundo es la sociedad internacional?

２国際連合は機能しているのか？ Is the United Nations functioning well? ¿Está funcionando bien la ONU?

３人類の敵は人類ではないのではないか？Our enemy should not be humanity. Do you agree?Nuestro enemigo no debería ser la humanidad. ¿De acuerdo?
